Let's see: you are the lead politician in a Democratically-controlled legislature. You need an issue. Hmmmm? How about we make the middle class pay more for utilities? That's sounds like a winner to me. Next step: get a law through committee. That's done. Now we just push it through the Senate and Assembly, and-voila'- the dupes pay more, we have more funds to pass on to the less fortunate recent arrivals, and my ascent within the "Party" continues. Ahhhhh. I love Left Coast politics-sooooooooooooooo rewarding.
Bottom line: utility bills will soon be based on one's salary. Based on household income. Based on tax returns/taxable income; based on sales of long term property, eg. stocks and real estate. Sell your house, pay more for gas and electric. Democratic win-win.
