Trouble for US State Dept Officer in Mexico

A newly appointed Foreign Service officer was shot near the consulate in Guadalajara over the weekend.  Sketchy details indicate that the victim was shot at close range by a perpetrator who identified him and shot through a windshield at the victim, wounding him seriously.  He has been on the job only a few months.
The F.B.I. is investigating, and Mexican authorities are assisting where they can.  This is not an unusual incident in Mexico, and this officer is not the first to be targeted by various criminal elements pervasive across the country.  Security has been an issue for the State(see Benghazi, Israel) and budget monies have not been raised to improve the situation in many locations where obvious needs are not being met.
