How Oil Gets to North Korea

Satellite photos revealed a shocking fact:  oil tankers are being interrupted at sea and transferring oil to North Korean ships.  Four ships have been sanctioned by the UN and will be prevented from entering any harbor of a UN country.  Several Chinese flagged ships have been named as possibilities for sanctions, but the Chinese government asked for more time to check on the disposition of said ships and a review of their recent activities in the Sea of Japan.
The US government is taking a new position on North Korean suppliers of all types of goods and services.  At this point, the availability of new sanctions is limited.   The Pentagon and Dept. of State are privy to the latest effects of sanctions and thay do not appear to have changed anybody's behavior.
Perhaps the Chinese government will make a civilized move.  Maybe not.
