Many questions continue to be asked as the search for flood victims near the Guadalupe River. It has become known that the summer camp owners were granted an exemption for their buildings located on the existing flood plain. Hydrologists provided substantial evidence that the construction on the flood plain would pose an unacceptable risk to any occupants. However, the owners appealed that decision and were granted the exdeption to the 'no building rule'.
Who granted that exception? Who will carry that burden to their grave? Who influenced them? Who stepped in on the behalf of the campers? Who did the owners enlist to support a exception? Lots of questions, and perhaps Gov. Greg Abbott will answer some of these questions.
I doubt it.
