American Defense organizations have been following these cyber attacks that come directly from Russyan state groups. They are also involved with Chinese military hackers who are just as aggressive as Russyan groups. As part of the defense of domestic systems, US intelligence agencies maintain their own cyber espionage efforts under different names, but all work to counter cyber hackers from foreign powers.
